Emma Baynard received her Bachelor of Arts degree, with honors, in Political Science, with minors in History and Nonprofit Studies, from North Carolina State University in 2023, where she served as the School of Public and International Affairs Commencement Speaker. She earned her J.D. from Campbell University School of Law in 2026.

Representing both public and private clients, Ms. Baynard’s practice focuses on all aspects of local government and land use law.

While in law school, Ms. Baynard served as Executive Director of Campbell Law’s Pro Bono Council, where she led pro bono efforts, and worked to expand access to legal services. Additionally, she served as President of the Public Interest Law Students Association, where she promoted public interest opportunities and supported outreach initiatives aimed at expanding access to legal resources in underserved communities. In recognition of her commitment to service and leadership within the law school community, Ms. Baynard received the David Teddy Student Leadership Award.

Prior to joining The Brough Law Firm, Ms. Baynard interned with the firm, where she gained experience in local government and land use matters. She also externed with the Raleigh City Attorney’s Office, where she assisted with municipal legal issues, including zoning and land use regulation.

Ms. Baynard’s interest in local government and land use comes from growing up in a small North Carolina community, where she developed an appreciation for the importance of neighbors, community relationships, and local decision-making. Inspired by the simple message behind Mr. Rogers’ “Won’t You Be My Neighbor?” philosophy, Ms. Baynard believes that strong communities are built through service, collaboration, and a commitment to helping others. She brings this perspective to her practice by assisting clients in navigating the legal issues that shape and strengthen North Carolina communities.
